I'm surprised no one mentioned Arch Linux. It's essentially Debian except rolling-release style and Arch doesn't modify/patch source packages unless absolutely necessary.
And they usually keep up-to-date to upstream within 1 or 2 weeks.

No. In C# (and I would assume VB.NET too) int (Integer) is a value type.
Which means a struct. Which means it's already initialized to 0 from the point you declare it.
