WTF! Not using ISO language identifiers? In the multicultural morass of this age? With all the fuckery we've seen here at DWTF from Valve/Steam, it's truly amazing that 1—their products do anything other than fall down, taking your systems down as well; and 2—they are still a profit making concern.

So, essentially it's a culture identifier for legal purposes (apply country-appropriate censorship here). I suppose that's... sorta sensible?

That's reasonable. If you are using LANGUAGE_BRITISH you would want to use words like "enough", "through" and "colour". LANGUAGE_ENGLISH would refer to US English which would use "enuf", "fru" and "ethnicity" instead.

Of course, it would also make for 'cheerio' instead of 'goodbye' (or even instead of 'fuck you'), £ instead of $ and so on.
This naturally leads to this programming language.

I always have trouble remembering which one means that the big bits come first or last.

Big endian means the little bits are at the end and the big bits are at the beginning, like how you write numbers on paper.
