How the rating thing works?

So the FAQs don't say how the rating thing works. You know, the
[O][O][O][{][{][{][I][I] thing under each user name and avatar.
I understand rating an entire thread, but how does that trickle down to users? Is it based on the frequency of reads/replies? Based on the rating of threads in which they participate? Can some users (moderators, etc) directly rate other users?
Just curious if it really means anything.

Nice representation of the thing there [:D].
The dots increase by the number of posts you make. There is a setting in the configuration where you can set Titles based on the number of posts you make.
I don't think there is anything beyond the simple star rating system though.

Forgive me, in my many years working with computers, I have never once used strike-through. In fact, I rarely use special characters like that outside of a word processor. I guessed that's what it probably was.
