I think the point is that the outstanding credit wasn't used to pay off the previous bill's total, which it cancelled exactly.

Since they don't seem to apply credits to old balances first, paying your current bill on time in the exact amount for the next 3 months ought to fix the problem.

I once worked on the billing system for a large underwriting company.
In addition to the myriad of code-based WTFs, and probably due to several cringe-worthy bugs, the system had one particularly interesting "feature."
There was a button that would wipe out any billable amounts under $20.
"Rounding error"

Well at least I know the company I work for isn't a total WTF.
We at least use decimal-based floating point values (SQL Server DECIMAL type and System.Decimal) for money instead of IEEE floating point.
Granted this is the job that got me hating IEEE floating point.

This bill appears to be a product of a product I maintained for awhile. I recognize the template (generic as it is). The client is VERY fond of crap datasets and spurious data. As a rule, we never do any financial calculation ourself - the customer sends everything precomputed. You're lucky it adds up.

I can't remember which one it is (I maintained a lot of minor junk like invoices for a lot of clients until I got assigned to onboarding squillion-dollar contracts), but I'm pretty sure it's either:
1) A sleazy online 'college' of exceptionally dubious quality (true story, one of their invoice templates had 'Total' misspeleld as 'Toatl' - I didn't catch it (I ain't no copyeditor) and it was in production for MONTHS before a student pointed it out to them.
2) A national office supply chain
3) A financial institution wih a patriotic name.
