Ahh Global Payments. We used to have them to handle the card terminal. Only bothered contacting us once we decided to switch to another provider, and not in a pleasant manner.

The lack of PCI compliance also implies their payment processor is also lacking in confirming PCI compliance. Unless they have people entering the transactions by hand...  

Are they using a dot matrix printer as a debug console?

 If the official applications were sent by registered mail it would solve the problem of tracking when the applications were mailed. More cost, but less hassle down the road. A sane policy applicatants would need to agree to would also reduce future hassle...
