Why does German make you think of the Fourth Reich? Only two of the three Reichs were German.

Since the German text is in a pleasing tone, it can't be a reference to the Fouth Reich. That would take something along the lines of "Das Hauptquartier teilt mit, dass die Bestellung für Windows 8 um 0900 eingetroffen ist."
